Through investments in a variety of projects including affordable housing development, land development, infrastructure development, business attraction and expansion, land use and transportation planning, ACED maximizes regional economic growth, neighborhood vitality and quality of life in its 130 municipalities. ACED is looking for dedicated, creative professionals who are passionate about equitable and sustainable development.</p></span> <br> <span id="bold5" class="font-weight-bold">Duties: </span> <span id="MainContent_Duties"><br><br><ul><li>Manages Operations Division staff: Labor Compliance, Eligibility/Data maintenance, and Assistant Manager of Operations.</li><li>Informs and prepares the Housing Urban Development (HUD) Consolidated Plan, which includes a one-year action plan and a five-year annual action plan.</li><li>Coordinates and submits the Consolidated Annual Performance and Evaluation Report (CAPER).</li><li>Administers the Community Development Block Grant (CDBG) proposal process and makes funding recommendations for various investment requests.</li><li>Facilitates public needs meetings/hearings and liaises with external stakeholders to provide program information.</li><li>Helps to prepare the department’s annual administrative/CDBG budget and facilitates a CDBG budget presentation for the County Executive team.</li><li>Oversees department purchasing and labor compliance for department-funded projects.</li><li>Coordinates department reports for the County Executive.</li><li>Stays informed of various department funding program administrative areas: new programs, regulatory changes, and new techniques.</li><li>Sets and monitors the Operations Division goals and objectives.</li><li>Manages the department’s contracts and Executive Actions.</li><li>Manages and supervises divisional staff by mediating conflicts, responding to staff grievances, responding to the professional needs of the staff, commending good work performances, counseling, and recommending remedial disciplinary action in matters of poor work performance; Assists in the hiring of personnel.</li><li>Serves as contact person for building management.</li><li>Performs related duties or special assignments as needed.</li></ul></span> <br> <span id="bold6" class="font-weight-bold">Knowledge, Skills, and Abilities </span> <span id="MainContent_KSA"><br><br></span> <span id="bold7" class="font-weight-bold">Knowledge of: </span> <span id="MainContent_Knowledgeof"><br><br><ul><li>Federal programs and regulations.</li><li>Budgeting practices and procedures.</li><li>Project management and contractual processes.</li></ul></span> <br> <span id="bold9" class="font-weight-bold">Skill in: </span> <span id="MainContent_Skills"><br><br><ul><li>Microsoft Word, Excel, PowerPoint, and Outlook.</li></ul></span> <br> <span id="bold8" class="font-weight-bold">Ability to: </span> <span id="MainContent_Abilityto"><br><br><ul><li>Facilitate group processes and conduct meetings/presentations.</li><li>Establish working relationships and effective lines of communication.</li><li>Multi-task, redirect, and delegate when necessary.</li><li>Utilize exceptional organizational skills.</li><li>Manage a diverse team.</li><li>Develop new and innovative programs to increase the impact of the division’s efforts.</li><li>Successfully develop and meet Operations Division goals and objectives.</li><li>Work as a team with other divisions in order to achieve the Department’s objectives.</li><li>Learn to utilize relevant or required software proficiently.</li><li>Travel to locations within Allegheny County as needed.</li></ul></span> <br> <span id="bold10" class="font-weight-bold">Residency: </span> <span id="MainContent_Residency">Allegheny County within 1 year.</span> <br> <span id="bold11" class=" font-weight-bold">Veterans' Preference: </span> <span id="MainContent_VeteransPreference">Will be awarded to eligible candidates.</span> <br> <div id="Needtocenterandbold" class=" text-md-center font-weight-bold"> AN EQUAL OPPORTUNITY EMPLOYER - M/F/V/D </div> <br> <br> <div id="Needtocenterandbold2" class=" text-md-center font-weight-bold"> <a href="https://apps.alleghenycounty.us/HRJobApplication/firstpage.aspx?id=2977" id="MainContent_Applyonline">Apply Online</a> </div> </div> <br> <br> <br> </div>
