Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/05/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-08. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Individual Occupational Requirements

Basic Requirements:

  • Specialized Experience (for positions at GS-4 or equivalent and above): Examples of qualifying specialized experience include technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems
  • Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents
  • Examples are trade positions with substantial developmental, test, or design responsibilities such as: Planner and estimator who analyzed designs for production purposes
  • Instrument maker or model maker who performed design or development work on devices fabricated
  • or Certification: Engineering technicians may be certified by the National Institute for Certification in Engineering Technologies, an organization sponsored by the National Society of Professional Engineers
  • (CERTIFICATE REQUIRED) You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-08 in the normal line of progression for the occupation in the organization
  • Examples of specialized experience would typically include, but are not limited to: Operating automatic data systems including the ability to acquire a working knowledge of engineering software packages
  • Detailed understanding of automated drawing file management and principles of automated drafting and engineering design management
  • Measuring and using various measuring devices
  • Prepare reports, write specifications
  • Knowledge of the principles and practices of engineering disciplines related to building construction and industrial plant maintenance
  • Interpret, select, adopt and apply numerous guidelines applicable to engineering design and the building trades
  • Knowledge of general construction techniques and practices
  • OR, Education: Applicants may substitute education for the required experience
  • To qualify based on education for this grade level you must have (2) full years of graduate education (36 semester hours) or a master's degree (education MUST be directly related to the work of the position)

  • OR, Combination: Applicants may also combine education and experience to qualify at this level
  • You must have an combination of specialized experience and education beyond the first year of graduate level education (18 semester hours) directly related to the work of the position to qualify for the education portion of the combination qualification
