Job Summary:
Eastern Washington University seeks an experienced part-time Program Specialist 2 - Public Health and Health Administration (PHAA) - Project Based (this position is funded for seven-months from the start date, 24 hours per week) professional to fill an immediate opening in our Public Health and Health Administration programs.

The Program Specialist 2 for the Public Health and Health Administration programs (PHHA) is responsible for general programmatic advising, program assessment activities at the direction of the Chair, student recruitment activities, and for coordinating program services and resources for multiple programs. Current programs include: Master of Public Health (MPH), BS in Healthcare Administration (HCAD), and BA in HSAD Long-Term Care Administration (HSAD-LTC). Position requires performance of tasks and application of knowledge unique to the programs. The supervisor for this position is the Department of PHHA Chairperson.

In summary the duties and responsibilities include but are not limited to:
  • Oversees day-to-day program operations and resolves problems within assigned scope of authority;
  • Plans, organizes, directs, and coordinates operations of the assigned programs as delegated by the Chair;
  • Interprets, reviews and applies program policies and procedures, and develops plans for carrying out program activities;
  • Assesses the needs of the programs and makes recommendations to the Department Chair
  • Serves as the program liaison, has extensive contact with program participants, and provides advising and consultation to students, faculty, and outside entities regarding the programs;
  • A major portion of job duties revolves around accreditation of programs and collection and organization of assessment data.

The salary for this position is $27,547 (minimum) up to $31,737. Where the hired candidate will begin within this range is dependent on qualifications, education, experience, and skills.

Required Qualifications:
  • Bachelors degree or equivalent work experience
  • At least two years relevant experience, including all of the following:
    • Responsibility for program operations beyond entry-level work, including developing, overseeing, organizing, implementing, evaluating outcomes and modifying tasks;
    • Experience and demonstrated ability to provide support to multiple individuals with overlapping needs and deadlines;
  • Excellent written and verbal communications skills (written skills will be evaluated based on the submitted application materials)
  • Work experience demonstrating superior interpersonal skills including ability to develop and foster strong working relationships both within and external to the organization;
  • Demonstrated competency in computer skills including utilization of MS Office applications for word processing, spreadsheets, databases, records maintenance, development and use of forms, and calendar applications, with a willingness to learn platforms and applications as they emerge;
  • Demonstrated ability to apply a culturally responsive and flexible approach that is supportive to the needs, including universal accessibility, of our students, faculty, staff and the public.

Preferred Qualifications:
  • Bachelors degree in a health-care or public-health related field
  • Work experience in one or more of the following:
    • Health Care Administration
    • Public Health
    • Any other health care related program
    • Any kind of field placement program

Other Skills and Abilities:
Demonstrated ability to multi-task is required, involving overlapping projects with varying deadlines.

Job Duties:
Provide administrative support as needed to Department Chair, and faculty as directed by the Chair:
  • Coordinate program services and resources for all programs
  • Develop plans for carrying out program activities


Oversee operations:
  • Respond to inquiries and resolve problem
  • Interpret, review and apply program policies and procedures
  • Develop website and Student Hub Canvas contents and maintain changes for all programs
  • Updates student information documents such as handbooks and application materials
  • Prepares minutes of program, department and advisory board meetings
  • Facilitate accurate and timely submission of course and event scheduling
  • Coordinate with faculty to ensure accuracy and timely submission of textbook ordering
  • Support room scheduling for classes and program events
Provide department support:
  • Files, scans, and copies paperwork for department chair
  • Schedule meeting rooms
  • Support the Chair as requested
  • Schedule and attend faculty meetings and take and distribute minutes
  • Schedule and attend program board meetings and take and distribute minutes
  • Maintain Social Media Websites
Support program admission processes
  • Maintain program websites with admission information.
  • Provide course mapping to students in graduate and undergraduate programs
Assist in Managing the budget operations with support from the College Budget Officer
  • Ensure budget spending is aligned with planned spending
  • Act when spending deviates from planned expenditures
  • Process, purchase and management textbooks for programs
  • Manage other arrangements as necessary (e.g., purchase requested supplies, etc.)
Support program accreditation activities
  • Assist in data collection activities at direction of the Chair
  • Assist in maintaining data bases for accreditation process to include curriculum and internship requirements:
    • Association for University Programs for Health Administration
    • Council on Education for Public Health
    • National Association of Long-Term Care Administrator Board


Support Applied Practice Experiences and Internships
  • Support APE or Internship Course Director with internship coordination and oversight
  • Answer general questions from students about internship requirements
  • Refer students to the APE or Internship Course Director for specific instructions and guidance
  • When requested by APE or HCAD Internship Course Instructor, contact sites to establish affiliation agreements
Serve as program liaison to students, faculty, staff, community volunteers, etc.
  • Coordinate all alumni and community events
  • Maintain professionalism at all times:
    • Maintains a collegial and collaborative attitude in communications and office activity with all stakeholders
    • Maintains a professional demeanor
    • Maintains a clean, neat, and professional working environment

Conditions of Employment:
This position, during the course of university employment will be involved in the receipt of, or accountability for, university funds or other items of value, as well as the unsupervised access with the developmentally disabled, vulnerable adults or children under the age of 16. The offer of employment is contingent upon successful completion and passing of a background check prior to beginning employment.
